(Documents available upon request) Zero-Emission Vehicle (ZEV) Program | When CARB first adopted the Low Emission Vehicle Regulations in 1990, it was found that 10% of new car sales would have to be zero-emission to meet tailpipe standards. It quickly became a requirement in its own right. At the time, the council required that in 1998, 2 percent of vehicles produced by major automakers for sale in California had to be ZEVs, rising to 5 percent in 2001 and 10 percent in 2003. When the ZEV requirement was adopted, the Commission recognized that many issues needed to be resolved before the implementation date. The Council undertook to review the programme every two years in order to provide a framework for the necessary political discussions. The ZEV Regulation has been adapted to the state of the art several times over the years. The OZ9 Duty brings an interesting new direction for ZEV. To reflect the injunction and better align program requirements with the state of the art in technology development, IMF staff proposed additional amendments to the ZEV Regulation in March 2003. After the Board of Directors adopted the amendments to the 2003 ZEV Regulation, the parties to the dispute agreed to terminate the litigation. On February 25, 2004, the Final Settlement Order and the amendment to the Final Settlement Order were approved by the LAO and filed with the Secretary of State. The amendments will enter into force on 26 March 2004.
Regulatory Activities 2013| Staff proposed minor amendments to the ZEV regulations, including clarifying the optional compliance pathway provision in section 177, defining how the caps apply to a vehicle manufacturer`s requirements, and excluding battery replacement as a “fast refuelling technology.” The ALO approved the establishment of the 2013 rules and submitted it to the Secretary of State on 10 July 2014. The rules came into effect on the same day. It`s not a yes or no question here, it`s a two-part question. Yes, the Zev OZ9 is legal to possess in California. However, it is not on the list and cannot be shipped to a merchant. The only way to buy it is by PPT. Review of the ZEV 2009 | Staff visited the Office in December 2009 pursuant to resolution 08-23. The NEB directed employees to review the ZEV regulations in light of California`s long-term goals for reducing air quality and greenhouse gas (GHG) emissions. Amendments to ZEV regulations in 2001 allowed major vehicle manufacturers to meet their ZEV requirements with 2% pure ZEVs, 2% advanced technology ZEVs and 6% ZEVs. On May 24, 2002, the LAO approved the 2001 regulatory amendments set out in the final settlement order of April 12, 2002.
In addition, the 2001 Regulation amending the ZEV Regulation as regards the treatment of majority small- and medium-sized series car manufacturers and the standardisation of OAL infrastructure was approved and adopted on 24 June 2002 with effect from 24 June 2002.
